The Yukon, a territory in northwest Canada, is bordered on British Columbia, the Northwest Territories and Alaska. It is wild, mountainous, and sparsely populated. The economy of Yukon is driven by its natural resources and has one of the lowest unemployment rates in Canada.
Prospective immigrants with the skills and experience targeted by the territory may receive a Yukon Provincial Nomination Certificate, after which they can apply for Canadian permanent residence.
YNP Streams
Minimum eligibility requirements for employers
Employers must meet the following requirements as an employer:
- Be a Canadian citizen or permanent resident of Canada.
- Be registered and operating a business in Yukon for at least one year or must be a recognized government body in Yukon.
- Meet minimum territorial labour standards.
- Provide a copy of the business license and be registered in Yukon’s corporate registry.
- Provide to nominees, free of charge, health insurance that gives similar coverage to what a Yukon resident would receive until the nominee is eligible for government health benefits.
- Offer a job with a wage equal to or exceeding prevailing median wage in the occupation in Yukon.
- Pay the nominee’s cost of travel to Yukon from his or her country of residence abroad, if not already in Yukon. Employers are not required to pay the travel costs of the nominee’s family or dependents.
- Pay for return travel costs if the nominee does not obtain permanent residency.
- Arrange for a screening interview with a Yukon Government Immigration officer if the foreign national is already in Yukon. Both the foreign national and employer must be present for the interview
- Verify previous work experience and qualifications of foreign worker before applying.
- Submit the offer of employment information and pay the compliance fee of $230 CAD (if applicable).
- Advertise the job opening for at least four weeks prior to applying to the YNP. The advertisement must remain posted to actively seek qualified Canadians and permanent residents until the date that the YNP issues a decision.
Minimum eligibility requirements for nominee applicants
To be approved as a nominee applicant, a foreign national must:
- Have a legal status in Canada (if currently living in Canada).
- Have a valid work permit at the time of the YNP application (if currently in Canada). Foreign national under implied status is not eligible.
- Have completed their study program in Canada (if studied in Canada). The minimum period for the academic program is 12 months.
- Provide notarized documentation to prove education, work experience, family status (including all dependents), marriage or divorce certificates, common law declaration, birth certificate, passport, custody documents, and adoption documents.
- Provide proof of qualifying relevant work experience in the job offered acquired within the 10-year period preceding the date of application.
- Meet the required language requirements.
- Have a guaranteed job offer in Yukon.
- Intend to settle permanently in Yukon and submit their permanent residence application to IRCC within three to six months of starting work.
Express Entry Stream
Eligible candidates who wish to enter the federal Express Entry pool and are interested in living and working in Yukon may apply under this stream if they have a valid job offer for permanent, full-time work from an eligible Yukon employer. The stream allows the province to nominate persons who are already in IRCC express entry pool and who have the necessary education, skilled work experience, language ability and other factors to help them settle and integrate successfully into Yukon’s labour market and communities.
Skilled Worker Stream
This stream allows Yukon employers to sponsor foreign skilled workers. Candidate must be working in a National Occupational Classification (NOC) Skill Level 0, A, or B occupation. Candidate must have education and work experience that satisfy the requirements of the job as per the criteria specified in the NOC. The minimum acceptable level of education is a high school diploma. Candidate must have at least one year of related work experience for the position being filled. This work experience may be gained outside Yukon.
Critical Impact Worker Stream
This stream is to help employers sponsor workers who have experience in a semi-skilled occupation (NOC C or D) in high demand in the territory. Sponsored applicants must have a job offer from a Yukon employer; however, they are not required to be in Yukon at the time of application. Candidate must have education and work experience that satisfy the requirements of the job as per the criteria specified in the NOC. The minimum acceptable level of education is a high school diploma. Candidate must have at least six months of related work experience for the position being offered.
This program is designed to provide flexibility to employers in Yukon communities to address the seasonal nature of employment in the territory. The focus is on retention and economic growth of communities outside of Whitehorse, but employers in Whitehorse can also apply. This program is intended to grow a viable labour market outside Whitehorse with workers who can demonstrate that they intend to settle permanently in an eligible community. This program allows an applicant to work two or three jobs simultaneously.
Small- to medium-sized Yukon community businesses who would otherwise be ineligible for other YNP streams. Employers must demonstrate why other YNP streams do not meet their needs. The program is for employers in Carcross, Carmacks, Dawson City, Haines Junction, Watson Lake and Whitehorse.
Yukon Business Nominee
This program is for individuals with proven business experience and want to start a new business, partner with an existing business, or purchase and operate an existing business in Yukon. Applicants should be ready to make a significant investment in their Yukon-based business. o be eligible under this program an applicant must:
- Achieve a minimum score of 65 point on the assessment grid.
- Have a Canadian high school diploma or the equivalent.
- Have a minimum of three years of business management or entrepreneurial experience.
- Have at least five years of experience relevant to the proposed business.
- Not be a refugee or refugee status seeker in Canada.
- Must never have been denied immigration status by the Canadian government.
- Have no active applications for any other immigration streams or programs.
- Have a minimum net worth of $500,000 CAD as well as a letter from an accounting firm based in Yukon stipulating that wealth came by legal means.
- Including cash, bonds, and derivatives, have a minimum of $300,000 CAD in liquid assets.
- Intend to settle, live, and run your business permanently in Yukon.
- Hold a position in your business that falls under the NOC 0 or A occupations.
- Have not yet engaged in the purchasing or opening of a new business at the time of the application.
- Through a business plan, show an intention to invest at least $300,000 CAD in proposed business within two years.
